(1) An officer designated by the Department of Postal Services or the Regional Director of Posts shall appoint postal agents, distributors and postmen.
(2) Before appointing the postal representative, he should be given a confession in the format as per schedule-1.
(3) Postal representatives, distributors and stamp carriers shall take an oath in the format as per Schedule-2 before assuming their duties. The name, nationality, age, qualification, affidavit and other details of the postal representative, distributor and stamp carrier appointed to operate should be given to the respective post office and one copy of the same should be sent to the regional postal directorate and the postal service department.

(5) According to sub-rule (4), the offices receiving the details shall keep a separate register book in their respective offices and keep the details.
